SBA 2011 Awards - Nominate A Winner!

2011 National Small Business Week


It's that time of year, again! Do you know a small business owner or champion
that deserves recognition? National Small Business Week will be observed May
15 – 21, 2011.

The SBA is requesting nominations for 2010 Tennessee Small Business Person
of the Year and Small Business Champion Awards. This is your chance to honor
small business owners and small business champions in your own back yard!
Complete nominations packages must be postmarked by Friday, November 12,
2010.

Steps to submitting a nomination package:

1. VISIT www.sba.gov/tn look under SPOTLIGHT and click on 2011 TN Small
Business Award Guidelines. For your convenience SBA Forms are included at
the end of the document. The complete national guidelines publication is also
available.


2. REVIEW the list of awards, criteria and what the package needs to contain.

3. PRINT out the page with Award criteria and package requirements for each
award you are considering. (Small Business Person is two pages)

4. Don't forget to review the TEN TIPS FOR WRITING WINNING NOMINATION
PACKAGES to help create a nomination package that stands out. Feel free to
call or e-mail if you have questions.

TEN TIPS FOR WRITING WINNING NOMINATION PACKAGES

1. Use the rating criteria as an outline for organizing your nomination and use
headings to transition from one rating criteria to the next. Doing so enables
judges, who have limited time to review each nomination, to quickly evaluate
the nomination. It will also reduce the chance that critical information will be
overlooked. Be aware, judges may not go searching for information that is out
of order.

2. Speak directly to each rating criteria. Failing to respond to any one of the
rating criteria could prevent an otherwise outstanding nominee from being
selected. And have someone else proof read your nomination - grammatical
errors and misspelled words detract from the quality of the nomination.

3. Keep your narrative to a minimum. Critical facts about your nominee's
successes can easily get lost in unnecessary verbiage. However, include all
information necessary to highlight the nominee's accomplishments in simple
language and explain technical terms in a manner the non-expert will
understand.

4. Include all information required for the award category. Nominations may be
disqualified if nominators fail to submit all information required for that
particular award. When in doubt, contact your local district office for direction.

5. Include a high resolution, 300 DPI, color headshot and five or six candid
action shots showing the nominee(s) with their employees, customers or
engaged in work or community activities and /or electronic 300 dpi photos of
the same on CD. Xeroxed copies are not acceptable.

6. Be aware that judges will only be reviewing black and white duplicate copies
of the material you submit. Content is more important than a decorative
presentation.

7. Fully disclose any and all SBA assistance a nominee has received, including
SBA loans, procurement assistance, or assistance from SCORE, SBTDC,
Women's Business Center, or direct counseling/assistance from an SBA district
office.

8. Businesses and individuals with compelling stories are often seen very
favorably by judges; look for a factual, yet engaging angle to present your
nominee.

9. Letters in support of nominations are an excellent way to highlight individual
or business accomplishments, but seek letters from individuals having firsthand
knowledge of these accomplishments and ask that the letters site specific
examples of the nominee's successes and contributions.

10. Use underlines to bring attention to important facts in your supporting
documents - such as letters of support and news clippings. Don't use
highlights; doing so may turn out to mask the words when duplicates are
made. Nomination packages must be received at the Tennessee District Office
in Nashville on or before Friday, November 12, 2010.

Important information about changes in SBA's loan programs

Dear Subscriber,

The attached notices were just issued regarding SBA’s loan programs.
Each
notice should be read fully to get the complete details, but the following lists
important highlights from each:

Notice 5000-1172 announces the fees for 7(a) and 504 loans for 2011:
For 7(a) loans approved on or after October 1, 2010, the Yearly Fee due from
Lenders to SBA will be 0.55 percent (55 basis points) of the guaranteed
portion of the outstanding balance on the 7(a) loan (same as 2010).

For 504 loans approved on or after October 1, 2010, the Annual Fee paid by
borrowers on an ongoing basis to SBA will be increased from 0.389 percent to
0.749 percent (74.9 basis points) of the outstanding balance of the 504 loan.

The fee relief afforded under Section 501 of the American Recovery and
Reinvestment Act of 2009 has been extended through December 31, 2010 by
the Small Business Jobs Act of 2010. This means that on all 7(a) loans
approved from October 1, 2010 through December 31, 2010 the upfront
guaranty fee payable to SBA will be eliminated. All other fees in the 7(a) loan
program will be the same as for FY 2010.

Notice 5000-1173 Extension of Recovery Act Provisions:
Loans in the queue:
For 7(a) loan applications (other than SBA Express loans) that are in the 7(a)
Recovery Loan Queue, SBA will approve these loans with a 90 percent
guaranty in addition to fee relief as soon as funds become available (expected
on or after October 1, 2010).

SBA expects that applications that remain in the 504 Recovery Loan Queue will
be funded on or after October 1, 2010. Borrowers and lenders are advised
that while these loans will be eligible for processing fee relief, they also will be
subject to a higher annual fee of 0.749%.

Restricted Uses Eliminated:
The specific restriction that none of the funds appropriated or otherwise made
available in the Recovery Act may be used by any State or local government,
or any private entity, for any casino or other gambling establishment,
aquarium, zoo, golf course, or swimming pool will not apply to 7(a) and 504
loans with reduced or eliminated fees or to 7(a) loans with the higher guaranty
percentage that are approved under the Small Business Jobs Act.

Notice 5000-1174 New and Expanded Dealer Floor Plan Program:
The Small Business Jobs Act authorizes a new, expanded Dealer Floor
Plan (DFP) Pilot Program. It increases SBA’s 7(a) and Dealer Floor Plan
maximum loan amount to $5 million and addresses certain other issues raised
by dealers and lenders about the expiring DFP Initiative. SBA believes these
changes will make the new DFP Pilot Program more attractive to a larger
segment of the small business dealer community and the small business floor
plan lending community. Since the new program requires significant changes
it is expected that it will not be available for several months. SBA welcomes
input from industry trade associations, lenders, dealers and other interested
parties.

The current DFP Pilot will expire on September 30, 2010 so there will be a
period of time that this program will not be available.

Notice 5000-1174 New Alternate Size Standards:
This Notice announces that, effective September 27, 2010; the new
temporary alternative size standard replaces and supersedes the existing
alternative size standard, based on tangible net worth and net income, for SBA
7(a) and 504 loan programs:
An applicant for a business loan under section 7(a) or an applicant for a
development company loan under title V of the Small Business Investment Act
of 1958 may be eligible for such a loan if:
(i) the maximum tangible net worth of the applicant is not more than
$15,000,000; and
(ii) the average net income after Federal income taxes (excluding any carry-
over losses) of the applicant for the 2 full fiscal years before the date of the
application is not more than $5,000,000.

Small Business Awards Ceremony

Greetings

Every year the Vermont District Office celebrates business in Vermont at the
Small Business Awards Ceremony and Reception. This celebration is
particularly meaningful to us here at the Vermont SBA Office, and I would like
to personally extend an invitation for you to join us. It is our annual business
event and we are very appreciative of the support of our lending and
economic development partners and business community.

Continuing a long-standing tradition, we expect Governor Douglas will
participate in the award ceremony. This year, I will also be joined by Jeanne
Hulit, New England Regional Administrator and Jess Knox, Associate
Administrator of Field Operations of the U.S. Small Business Administration.

reactivation of the Recovery Act Loan Queues and the First Thursday Ready Talk session on June 3

Dear Subscriber,

Attached is the notice that details the reactivation of the Recovery Act Loan
Queues. The queues will operate in a similar fashion as in the past. Please
note that any application that is in the Recovery Loan Queue that is funded
after May 31, 2010, will only be eligible for fee relief, unless Congress again
extends the authority for the higher 7(a) guaranty by May 31, 2010. If
Congress extends SBA authority for the higher 7(a) guaranty after May 31,
2010, only those applications received by SBA on or after the effective date of
the extension will be eligible to receive the higher guaranty.

Lenders will be able to determine where their loans are in the SBA Recovery
Loan Queue by accessing SBA Web site. The website address is
www.sba.gov/recoveryq.

Any changes that are enacted after this date will be distributed as quickly as
possible through Bank Notes. The First Thursday Ready Talk session on June
3, 2010 at 10:00 will cover the latest information on the status of Recovery
Act Loans. To access the Ready Talk session:

Health Insurance Tax Credits for Small Businesses

SBA Disaster Assistance for the Easter Earthquake

SBA Disaster Assistance available for victims of the Easter Earthquake.

Low-interest Federal disaster loans are available to California residents and
business owners affected by the April 4 Sierra El Mayor Earthquake, U. S.
Small Business Administration (SBA) Administrator Karen G. Mills said today.

SBA acted under its own authority to declare the disaster in response to a
request received from Governor Arnold Schwarzenegger on April 16.

The disaster declaration makes SBA assistance available in Imperial County,
California, the neighboring California counties of Riverside and San Diego, and
the neighboring Arizona counties of La Paz and Yuma.

Locke in an interactive discussion on international trade and how your
company competes in the world marketplace. There will be an open question &
answer session with Secretary Locke. Solar Turbines will host this event on
the floor of their main manufacturing facility in the Kearny Mesa area, where
over 70% of the units they produce are shipped around the world.

The National Export Initiative (NEI) was announced by President Obama in his
State of the Union address. The NEI seeks to improve the conditions that
directly affect the private sector's ability to export. Also, the NEI will help
small businesses overcome the hurdles to entering new export markets by
assisting with trade expertise and export financing.

To participate in this event, you must RSVP by Monday April 12th. The
program begins at 4:00pm, and please arrive no earlier than 3:30pm to park

Free Computer Security Workshop cosponsored by FBI, SBA and NIST

This FREE computer security workshop will give an unbias review of the steps
you need to take to secure your sensitive business information. The workshop
is cosponsored by the National Institude of Standards and Technology (NIST),
Small Business Administration (SBA) and the Federal Bureau of Investigation
(FBI). These agencies want to help you be proactive in protecting your
business.

Reactivation of Recovery Loan Queues for 7(a) and 504 Recovery Act Loans

Dear Lender,

The Recovery Act authorized SBA to provide fee relief for certain 7(a) and 504
loans and an increased guaranty percentage on eligible 7(a) loans. Both
initiatives have contributed to a significant resurgence in lending to small
businesses by SBA's participating lenders and Certified Development Companies
(CDCs).

As a result of increased lending activity and in anticipation of the end of the
availability of Recovery Act funds, SBA has reactivated the Recovery Loan
Queues for 7(a) and 504 Recovery Act loans effective February 22, 2010.

Expiration of Temporary Recovery Act Loan Enhancements and Re-activation
of the Recovery Loan Queue

The U.S. Small Business Administration (SBA) is finalizing plans for an orderly
transition from SBA loans with temporary enhancements provided under the
American Recovery and Reinvestment Act of 2009 (the "Recovery Act").
Recovery Act loans will no longer be available after expiration of the authority
for the higher guaranty on 7(a) loans (February 28, 2010) and exhaustion of
funds for the higher guaranty and for fee relief under the 7(a) and 504
programs.

Fee relief for certain 7(a) and 504 loans and an increased guaranty percentage
on eligible 7(a) loans originally were authorized when the Recovery Act was
signed into law by President Obama on February 17, 2009 (P.L. 111-5).
Section 502 of the Recovery Act authorized SBA to guarantee up to 90
percent on eligible 7(a) loans through February 16, 2010. Subsequently,
provisions in the Department of Defense Appropriations Act, 2010 (P.L. 111-
118), signed by President Obama on December 19, 2009, authorized an
extension of the higher guaranty to February 28, 2010. Fee relief on certain 7
(a) and 504 loans under Section 501 of the Recovery Act is authorized until
September 30, 2010 or until funds provided for that purpose are exhausted.

Because the authority for the higher guaranty expires on February 28, 2010, 7
(a) applications submitted under delegated processing must receive a valid
SBA loan number on or before 11 pm EST, February 28, 2010 in order to be
eligible for the higher guaranty. Loan applications submitted under non-
delegated processing must be received by the Loan Guaranty Processing
Center in complete form no later than February 20, 2010.

As a result of the success of these two provisions in spurring increased SBA-
backed lending, original funding for both provisions was exhausted in late
November. At that time, SBA activated the Recovery Loan Queue as it worked
with the White House and Congress for additional funds to resume lending with
Recovery Act enhancements. The Recovery Loan Queue allowed small
business borrowers to continue to apply for loans with those benefits in
anticipation that cancellations of previously approved Recovery Act loans and
the possibility of additional funding from Congress might allow those
applications to be funded. When additional funding was provided in December
to cover the costs of the Recovery Act lending enhancements, the
applications that were in the Recovery Loan Queue were funded.

SBA is monitoring lending activity daily to determine the date at which we
anticipate current funding for these two Recovery Act loan enhancements to
be exhausted. As SBA nears that point, the Agency will once again implement
a transition period that will include the re-activation of the Recovery Loan
Queue. SBA expects to implement the Recovery Loan Queue before February
28, 2010. Eligible 7(a) loan applications that are in the Recovery Loan Queue
and are funded before February 28 will receive both fee relief and an increased
guarantee percentage. However, any application that is in the Recovery Loan
Queue that is funded after February 28 will only be eligible for fee relief, unless
Congress again extends the authority for the increased 7(a) guarantee.

Sometimes, previously approved loans are later cancelled or never disbursed
for a variety of reasons. The Recovery Loan Queue takes this into account
and beginning on the transition date will allow eligible small businesses, in
consultation with their lenders, to choose to be placed in the Recovery Loan
Queue for possible approval for a Recovery Act loan if funding becomes
available. During this time, funding for non-Recovery Act SBA-backed loans
under the 7(a) and 504 programs will continue to be available with all
applicable fees and lower guaranty levels.

The Recovery Loan Queue will ensure that SBA has a system in place to utilize
any funds that might become available as a result of cancelled or undisbursed
loans. This system will result in the maximum usage of Recovery dollars and
make sure that as many small businesses as possible have the chance to take
advantage of these programs. SBA will issue further guidance on the Recovery
Loan Queue at a later date.

SBA is communicating with its lending partners on the transition process and
will work to ensure every remaining dollar possible is made available to help
small businesses drive economic recovery across the country.

Given the impact these provisions have had in getting much-needed capital in
the hands of small businesses, the SBA and the Obama Administration are
working closely with Congress to obtain renewed authorization and sufficient
funding to continue both provisions.

SBA Field Offices will advise 7(a) lenders and CDCs of this Notice. Questions
concerning this Notice should be directed to the lender relations specialist in
